I am working on a customers Dell Inspiron 1525 Vista 32 bit that has the same issue. Iuninstalled the KB update per the recommendations above and still got the error. If so, I would remove older versions as they can cause conflicts. I uninstalled the old Java version, installed the failed one from Java.com and when the error 1603 arriwed, i just clicked ok. Working... This feature is not available right now.
